ทีโอทีจูบปาก AIS โรมมิ่งโครงข่าย

ทีโอทียอมเปิดโรมมิ่ง ดาต้า โครงข่าย TOT 3G ให้ลูกค้าเอไอเอสใช้ 5 หมื่นเลขหมาย แลกกับการที่เอไอเอสเปิดให้ลูกค้าทีโอที โรมมิ่งบริการด้านเสียง 2 แสนเลขหมาย 'วรุธ' ยันไม่กระทบ MVNO 5 ราย

นายวรุธ สุวกร กรรมการผู้จัดการใหญ่ บริษัท ทีโอที กล่าวว่า ทีโอทีและบริษัท แอดวานซ์ อินโฟ เซอร์วิส (เอไอเอส) ได้ข้อสรุปในหลักการเกี่ยวกับการโรมมิ่งโครงข่ายระหว่าง 2G ของเอไอเอสกับ TOT 3G เรียบร้อยแล้ว โดยสรุปว่าที โอที จะให้เอไอเอสโรมมิ่งการรับส่งข้อมูล กล้องวงจรปิด (ดาต้า) มายังระบบ TOT 3Gจำนวน 5 หมื่นเลขหมายในขณะที่เอไอเอสจะเปิดให้ทีโอทีโรมมิ่งวอยซ์จำนวน 2แสนเลขหมาย จากเดิมเอไอเอสจำกัดการให้โรมมิ่งของทีโอทีจำนวน 5หมื่นเลขหมาย เนื่องจากทีโอทีไม่สามารถหาข้อสรุปปริมาณการโรมมิ่งดาต้าที่ชัดเจนให้เอไอเอสได้

ทั้งนี้แนวทางดังกล่าวเป็นหลักการเบื้องต้นร่วมกันระหว่างทีโอทีกับเอไอเอส โดยหลังจากนี้ทั้ง 2 บริษัทจะต้องมีการหารือในเรื่องรายละเอียดของสัญญาโรมมิ่งซึ่งคาดว่าสัญญาดังกล่าวจะมีอายุคราวละ 6 เดือน นอกจากนี้ยังอยู่ระหว่างพิจารณาด้านเทคนิคการใช้งานด้วยเพื่อป้องกันไม่เห็น เกิดปัญหาไปกระทบกับการใช้งานลูกค้าของบริษัทที่ทำตลาดแบบMVNO ของทีโอทีทั้ง 5 รายคือ บริษัท สามารถไอ-โมบาย ,บริษัท ล็อกซเล่ย์ ,บริษัทไออีซี ,บริษัท 365 คอมมูนิเคชั่นและบริษัท เอ็ม คอนซัลท์

สำหรับค่าบริการในการโรมมิ่งที่จะคิดกับเอไอเอสเป็นอัตราเดียวกับที่ทีโอทีคิด MVNO ทั้ง 5 รายที่ประมาณเมกกะบิตละ 10 สตางค์ อย่าง ไรก็ตามการที่ทีโอทีเปิดให้เอไอเอสโรมมิ่งดาต้ากับ TOT 3G นั้นเนื่องจากต้องการแก้ปัญหาความสามารถในการรองรับการใช้งานที่ไม่เพียงพอ ของโครงข่ายทั้งสองฝ่ายเพราะที่ผ่านมาลูกค้าเอไอเอสมีการใช้งานดาต้ามากขึ้น จึงมีความต้องการโรมมิ่ง TOT 3G เพื่อรองรับการใช้งานดังกล่าว ในขณะที่ทีโอทีไม่มีโครงข่ายนอกพื้นที่กทม.และปริมณฑล เพื่อให้บริการลูกค้าเช่นกัน

อย่างไรก็ดียอมรับว่าMVNO ทั้ง 5 รายของทีโอที ยังมีความกังวลว่าภายหลังจากที่เอไอเอสโรมมิ่งดาต้าแล้วจะทำให้ความสามารถใน การรองรับการใช้งานของลูกค้ามีไม่พอ แต่ทีโอทีมั่นใจว่าโครงข่ายTOT 3G ทางเทคนิคน่าจะรองรับการใช้งานได้เพียงพอ เพราะการเปิดให้โรมมิ่งดังกล่าวเอไอเอสต้องเสียค่าโรมมิ่งเช่นเดียวกับผู้ ให้บริการ MVNO รายอื่นซึ่งรายได้จากส่วนนี้จะช่วยให้ทีโอทีมีเงินในการขยายโครงข่ายเพื่อ รองรับการใช้งานเพิ่มขึ้น

นายวรุธ กล่าวถึงความคืบหน้าการลงทุนโครงข่าย 3Gทั่วประเทศว่าจะมีการส่งแผนธุรกิจดังกล่าวให้บอร์ดทีโอทีที่มีนายอารีพงศ์ ภู่ชอุ่ม เป็นประธานเพื่อพิจารณาว่าจะต้องการปรับแผนหรือไม่ ก่อนเสนอนายจุติ ไกรกฤษ์ รัฐมนตรีว่าการกระทรวงเทคโนโลยีสารสนเทศและการสื่อสาร (ไอซีที) หลังจากก่อนหน้านี้แผนดังกล่าวได้ทำไว้เสนอ รมว.ไอซีทีคนก่อนเพื่อเสนอคณะรัฐมนตรี แต่รมว.คนเดิมได้พ้นจากเก้าอี้ไปก่อน

ทั้งนี้แผนการลงทุนที่ทำไว้จะเป็นการขยายสถานีฐาน โดยเน้นในพื้นที่กรุงเทพฯ ปริมณฑล และจังหวัดใหญ่อีก 12 จังหวัด ด้วยมูลค่าการลงทุนที่ 1.9 หมื่นล้านบาท โดยในบางพื้นที่ก็จะเป็นรูปแบบการเช่าใช้สถานีฐานเพื่อลดต้นทุนซึ่งในเบื้อง ต้นได้มีการหารือ กับ บริษัท กสท โทรคมนาคม เพื่อเช่าใช้สถานที่ติดตั้งโครงข่ายซีดีเอ็มเอ และอาจจะหารือเพิ่มเติมกับผู้ประกอบการรายอื่นด้วย
