องค์กรเครือข่ายผู้บริโภคแสดงจุดยืน ยื่น 4 ข้อเสนอให้รักษาการ กสทช.ให้เดินหน้าคุ้มครองผู้บริโภคต่อ ด้าน สบท.ระบุยังทำงานต่อถึงแม้พ.ร.บ.ใหม่บังคับใช้ สนับสนุนตั้งหน่วยงานคุ้มครองผู้บริโภคกล้องวงจรปิดหน่วยงานเดียวดีกว่า เพียงแต่ต้องเพิ่มผู้เชี่ยวชาญวิชาชีพเข้าดูแลกิจการวิทยุโทรทัศน์d
นายสวัสดิ์ คำฟู ตัวแทนองค์กรเครือข่ายผู้บริโภคทั่วประเทศ กล่าวว่า หลังจากพระราชบัญญัติองค์กรจัดสรรคลื่นความถี่และกำกับการประกอบกิจการวิทยุ กระจายเสียง วิทยุโทรทัศน์และกิจการโทรคมนาคม มีผลบังคับใช้เมื่อวันที่ 20 ธ.ค.ที่ผ่านมา ส่งผลให้สถานภาพของสำนักงานคณะกรรมการกิจการโทรคมนาคมแห่งชาติ (สกทช.) หมดสภาพลง และต้องปรับเปลี่ยนเป็นสำนักงานคณะกรรมการกิจการกระจายเสียง กิจการโทรทัศน์และกิจการโทรคมนาคมแห่งชาติแทน แต่คณะกรรมการกิจการโทรคมนาคมแห่งชาติ (กทช.) ยังคงมีหน้าที่รักษาการแทน กสทช. ไปก่อนจนกว่าจะมีการสรรหา กสทช. ซึ่งต้องดำเนินการให้แล้วเสร็จภายใน 180 วัน
ด้วยอำนาจหน้าที่ของ กสทช. ตามมาตรา 31 กำหนดให้ กสทช. แต่งตั้งคณะอนุกรรมการขึ้น 2 คณะทำหน้าที่คุ้มครองผู้บริโภคด้านกิจการกระจายเสียงและโทรทัศน์ และคุ้มครองผู้บริโภคในกิจการโทรคมนาคมนั้น ทาง องค์กรเครือข่ายผู้บริโภคทั่วประเทศ ขอยื่นข้อเสนอมาตรการคุ้มครองผู้บริโภคต่อรักษาการประธาน กสทช. ให้ช่วยดำเนินการตามข้อเสอนดังต่อไปนี้ ข้อแรก เร่งให้มีการคุ้มครองผู้บริโภคในด้านกิจการกระจายเสียง กิจการโทรทัศน์อย่างเร่งด่วน โดยให้คงบทบาทการคุ้มครองผู้บริโภคในกิจการโทรคมนาคมของสถาบันคุ้มครองผู้ บริโภคในกิจการโทรคมนาคม (สบท.) ต่อไป ข้อที่สอง เร่งออกมาตรการคุ้มครองสิทธิในความเป็นส่วนตัวและเสรีภาพของบุคคล อาทิ กรณีการส่งเอสเอ็มเอสรบกวน การขายสินค้าผ่านโทรศัพท์ รวมถึงกำหนดมาตรการโอนย้ายเลขหมายโดยไม่เสียค่าใช้จ่าย
ข้อที่สาม เร่งดำเนินการให้ผู้ประกอบการที่ไม่กำหนดวันหมดอายุของบัตรเติมเงินตาม ประกาศ กทช. เรื่องมาตรฐานของสัญญาการให้บริการโทรคมนาคม พ.ศ.2549 และให้มีมาตรการบังคับให้ผู้ประกอบการคืนเงินที่ยึดจากผู้บริโภคเนื่องจาก การกำหนดวันหมดอายุบัตรเติมเงิน และข้อที่สี่ ขอให้มีการดำเนินการทำตามแผนแม่บทการประกอบกิจการวิทยุกระจายเสียง วิทยุโทรทัศน์และกิจการโทรคมนาคม ให้มีความสำคัญกับการมีส่วนร่วมของทุกภาคส่วน เพื่อให้กสทช.ชุดใหม่สามารถปฎิบัติหน้าที่ได้เร็วยิ่งขึ้น
ทางด้านนางสาวสารี อ๋องสมหวัง กรรมการ เครือข่ายองค์กรผู้บริโภค กล่าวว่า ตลอด 3 ปีที่มีสบท. ซึ่งถือเป็นนวัตกรรมของที่กทช.ที่ร่วมมือกับองค์กรผู้บริโภคที่มีความอิสระ ในการทำงาน ไม่ว่าจะเป็นจากภาคธุรกิจหรือแม้กระทั่งกทช.เอง สามารถเข้ามาช่วยคุ้มครองผู้บริโภคจากการใช้บริการในกิจการโทรคมนาคมได้ หลายๆ ปัญหา
"จากวันที่ไม่มีสบท. มีเรื่องร้องเรียนเข้ามาเพียง 16 เรื่องต่อปี แต่หลังจากที่มีสบท.จำนวนเรื่องร้องเรียนในกิจการโทรคมนาคมในปี 2553 นี้มีถึง 5,000 ราย"
ขณะที่นายประวิทย์ ลี่สถาพรวงศา ผู้อำนวยการ สบท. กล่าวว่า ได้รับการยืนยันคำตอบว่าสบท.ยังดำเนินการอยู่ ไม่ได้ล้มไปหลังจากที่มีการประกาศใช้พรบ.ฉบับใหม่แต่ประการใด โดยยังคงทำงานตามภารกิจเดิมทุกประการ ในระหว่างที่ยังไม่มีการตั้งอนุกรรมการตามมาตรา 31 ออกมา สบท.สามารถยื่นเรื่องต่อกสทช.ได้โดยตรง แต่ถ้ามีอนุกรรมการเมื่อใดสบท.ก็จะยื่นเรื่องผ่านทางอนุกรรมการแทน
"วันนี้ ผมได้รับการยืนยันว่าสามารถลงนามในหนังสือต่างๆ ในนามรักษาการปฏิบัติการหน้าที่แทนเลขาธิการ กสทช. นั้นแสดงให้เห็นว่า สบท.ยังคงอยู่ ไม่ได้หมดวาระตามที่หลายคนตีความ ซึ่งกฎหมายใหม่ไม่ได้คุ้มครองผู้บริโภคน้อยลง แต่กลับมากยิ่งขึ้นกว่ากฎหมายฉบับเก่าเสียอีก"
นายประวิทย์ ยังให้ความคิดเห็นถึงการ ตั้งหน่วยงานคุ้มครองผู้บริโภคตามกฎหมายใหม่ว่า จะมีหน่วยงานเดียวหรือสองหน่วยงานก็ได้ ขึ้นอยู่กับกสทช.จะมีแนวนโยบายอย่างไร ซึ่งน่าจะเป็นหน่วยงานเดียวเนื่องจากวันนี้เทคโนโลยีกับเรื่องของการให้ บริการนั้นได้หลอมรวมเข้าด้วยกันแล้ว ซึ่งจะทำให้การทำงานนั้นสะดวกและรวดเร็วขึ้น เพียงแต่อาจจะต้องมีการแยกผู้เชี่ยวชาญออกจากกัน ซึ่งความเชี่ยวชาญทางด้านโทรคมนาคมนั้น ทางสบท. ก็มีประสบการณ์มาแล้วพอสมควร จึงไม่ค่อยมีปัญหานักในการทำงาน แต่สำหรับกิจการวิทยุโทรทัศน์นั้น ยังไม่มีหน่วยงานที่เข้ามาดูแลเลย ซึ่งมีเรื่องต่างๆ จำนวนมาก เช่น รายละเอียดของเนื้อหารายการ
"เรื่องการคุ้มครองผู้บริโภคในกิจการวิทยุโทรทัศน์นั้นจำเป็นที่จะ ต้องมีเรื่องของวิชาชีพเข้ามาสนับสนุน ซึ่งจำเป็นอย่างยิ่งที่จะต้องมีการดำเนินการในเรื่องนี้ไปพร้อมๆ กับการสรรหากสทช. ซึ่งต้องใช้เวลาพอสมควร ถ้ามาตั้งตอนที่มีกสทช.แล้ว ก็จะไม่ทันการ"
ในกรณีที่จะแยกหน่วยงานคุ้มครองฯ นั้น ก็ไม่มีปัญหาแต่ประการใด เพียงแต่จะต้องมีการทำงานที่บูรณาการเข้าด้วยกัน และจะต้องมีเกตเวย์หรือจุดจัดการเรื่องร้องเรียนเป็นจุดเดียวกัน คือ สามารถรับเรื่องร้องเรียนได้ทุกเรื่อง ผู้บริโภคไม่ต้องเสียเวลาติดต่อหน่วยงานต่างๆ ให้ยุ่งยาก
"เรื่องร้องเรียนต่างๆ จะหมดไปกว่าครึ่ง หากมีการบังคับใช้กฎหมายอย่างจริงจัง รวมไปถึงการสร้างจิตสำนึกให้กับผู้ประกอบการอีกด้วย ที่สำคัญ ผู้บริโภคเองก็จะต้องส่งสัญญาณให้ผู้ประกอบการควบคู่ไปด้วย"

คุณกำลังจะบอกว่าพวกนี้สร้างบ้านขึ้นมา พอถึงเวลาประโยชน์ไม่เอื้อกับเขา เลยโยนความผิดทุกอย่างให้คุณ โดยสร้างตัวละครมา? “ถูก มีเรื่องทัวร์ มีน้ามด มีหลายอย่างที่เขาสร้างขึ้นมา ยืนยันผมไม่ได้เอาเงินเขามาครับ เป็นเรื่องที่เขาอุปโลกน์ขึ้นมาเพื่อให้ธานเสียหาย ปัญหามันมาจากเรื่องบ้าน เพราะเงินขาดไม่พอ เขาก็หยิบยืมกันเอง เขาเคยหยิบยืมเงินกันเองครับ ดังนั้นส่วนไหนที่รู้สึกว่าเสียหายปุ๊บ หรืออะไรที่แย่ เขามีลางสังหรณ์ว่าแย่ ตอนนี้เขาก็ยิงประเด็นมาที่ธานเต็มๆ ฉะนั้นขอให้ครูพิสมัยหยุดสักที ให้เอาตัวจริงออกมาสักที เพราะมันหมดละครที่ต้องเล่นแล้ว ธานเล่นให้กับครูแหม่มปีที่แล้ว 1 ปีเต็ม ฉะนั้นธานขอจบละครที่ครูแหม่มสร้างทั้งหมด”
คิดว่าที่ “ครูแหม่ม” เข้ามาเกี่ยวข้องด้วยกับชีวิตตลอด 2-3 ปีที่ผ่านมา เป็นแผนของครูแหม่มทั้งหมด? “ก็คือทั้งหมด มันแล้วแต่คนจะคิด ธานขอไม่ตอบดีกว่า ธานรู้จักกับครูแหม่มมาประมาณ 4 ปีกว่าๆ แต่ธานรู้จักพี่เต็ม (สมาน สุขเสริม) มามากกว่าเขา ฉะนั้นเขาทำให้ธานกับพี่เต็มแตกแยกกันอย่างไม่เหลือเยื่อใยเนี่ย ถามพี่เต็มได้เลยว่ามันเป็นยังไง ธานคิดว่าเขาทำให้ธานมีปัญหากับพี่เต็ม เพราะรู้สึกว่าทุกคนที่มาช่วยธานตอนนี้ แม้กระทั่งคนใกล้ตัวธานที่รู้สึกดีและปลอดภัย มันกลายเป็นพิษ เป็นดาบทิ่มข้างหลังธานตลอดเวลา ธานถูกครูแหม่มหักหลัง โดยมีตัวละครเพิ่มขึ้นมาคือน้ามด ที่โยนความผิดมาให้ธาน”

ทีโอทีจูบปาก AIS โรมมิ่งโครงข่าย
ทีโอทียอมเปิดโรมมิ่ง ดาต้า โครงข่าย TOT 3G ให้ลูกค้าเอไอเอสใช้ 5 หมื่นเลขหมาย แลกกับการที่เอไอเอสเปิดให้ลูกค้าทีโอที โรมมิ่งบริการด้านเสียง 2 แสนเลขหมาย 'วรุธ' ยันไม่กระทบ MVNO 5 ราย
นายวรุธ สุวกร กรรมการผู้จัดการใหญ่ บริษัท ทีโอที กล่าวว่า ทีโอทีและบริษัท แอดวานซ์ อินโฟ เซอร์วิส (เอไอเอส) ได้ข้อสรุปในหลักการเกี่ยวกับการโรมมิ่งโครงข่ายระหว่าง 2G ของเอไอเอสกับ TOT 3G เรียบร้อยแล้ว โดยสรุปว่าที โอที จะให้เอไอเอสโรมมิ่งการรับส่งข้อมูล กล้องวงจรปิด (ดาต้า) มายังระบบ TOT 3Gจำนวน 5 หมื่นเลขหมายในขณะที่เอไอเอสจะเปิดให้ทีโอทีโรมมิ่งวอยซ์จำนวน 2แสนเลขหมาย จากเดิมเอไอเอสจำกัดการให้โรมมิ่งของทีโอทีจำนวน 5หมื่นเลขหมาย เนื่องจากทีโอทีไม่สามารถหาข้อสรุปปริมาณการโรมมิ่งดาต้าที่ชัดเจนให้เอไอเอสได้
ทั้งนี้แนวทางดังกล่าวเป็นหลักการเบื้องต้นร่วมกันระหว่างทีโอทีกับเอไอเอส โดยหลังจากนี้ทั้ง 2 บริษัทจะต้องมีการหารือในเรื่องรายละเอียดของสัญญาโรมมิ่งซึ่งคาดว่าสัญญาดังกล่าวจะมีอายุคราวละ 6 เดือน นอกจากนี้ยังอยู่ระหว่างพิจารณาด้านเทคนิคการใช้งานด้วยเพื่อป้องกันไม่เห็น เกิดปัญหาไปกระทบกับการใช้งานลูกค้าของบริษัทที่ทำตลาดแบบMVNO ของทีโอทีทั้ง 5 รายคือ บริษัท สามารถไอ-โมบาย ,บริษัท ล็อกซเล่ย์ ,บริษัทไออีซี ,บริษัท 365 คอมมูนิเคชั่นและบริษัท เอ็ม คอนซัลท์
สำหรับค่าบริการในการโรมมิ่งที่จะคิดกับเอไอเอสเป็นอัตราเดียวกับที่ทีโอทีคิด MVNO ทั้ง 5 รายที่ประมาณเมกกะบิตละ 10 สตางค์ อย่าง ไรก็ตามการที่ทีโอทีเปิดให้เอไอเอสโรมมิ่งดาต้ากับ TOT 3G นั้นเนื่องจากต้องการแก้ปัญหาความสามารถในการรองรับการใช้งานที่ไม่เพียงพอ ของโครงข่ายทั้งสองฝ่ายเพราะที่ผ่านมาลูกค้าเอไอเอสมีการใช้งานดาต้ามากขึ้น จึงมีความต้องการโรมมิ่ง TOT 3G เพื่อรองรับการใช้งานดังกล่าว ในขณะที่ทีโอทีไม่มีโครงข่ายนอกพื้นที่กทม.และปริมณฑล เพื่อให้บริการลูกค้าเช่นกัน
อย่างไรก็ดียอมรับว่าMVNO ทั้ง 5 รายของทีโอที ยังมีความกังวลว่าภายหลังจากที่เอไอเอสโรมมิ่งดาต้าแล้วจะทำให้ความสามารถใน การรองรับการใช้งานของลูกค้ามีไม่พอ แต่ทีโอทีมั่นใจว่าโครงข่ายTOT 3G ทางเทคนิคน่าจะรองรับการใช้งานได้เพียงพอ เพราะการเปิดให้โรมมิ่งดังกล่าวเอไอเอสต้องเสียค่าโรมมิ่งเช่นเดียวกับผู้ ให้บริการ MVNO รายอื่นซึ่งรายได้จากส่วนนี้จะช่วยให้ทีโอทีมีเงินในการขยายโครงข่ายเพื่อ รองรับการใช้งานเพิ่มขึ้น
นายวรุธ กล่าวถึงความคืบหน้าการลงทุนโครงข่าย 3Gทั่วประเทศว่าจะมีการส่งแผนธุรกิจดังกล่าวให้บอร์ดทีโอทีที่มีนายอารีพงศ์ ภู่ชอุ่ม เป็นประธานเพื่อพิจารณาว่าจะต้องการปรับแผนหรือไม่ ก่อนเสนอนายจุติ ไกรกฤษ์ รัฐมนตรีว่าการกระทรวงเทคโนโลยีสารสนเทศและการสื่อสาร (ไอซีที) หลังจากก่อนหน้านี้แผนดังกล่าวได้ทำไว้เสนอ รมว.ไอซีทีคนก่อนเพื่อเสนอคณะรัฐมนตรี แต่รมว.คนเดิมได้พ้นจากเก้าอี้ไปก่อน

ทั้งนี้แนวทางดังกล่าวเป็นหลักการเบื้องต้นร่วมกันระหว่างทีโอทีกับเอไอเอส โดยหลังจากนี้ทั้ง 2 บริษัทจะต้องมีการหารือในเรื่องรายละเอียดของสัญญาโรมมิ่งซึ่งคาดว่าสัญญาดังกล่าวจะมีอายุคราวละ 6 เดือน นอกจากนี้ยังอยู่ระหว่างพิจารณาด้านเทคนิคการใช้งานด้วยเพื่อป้องกันไม่เห็น เกิดปัญหาไปกระทบกับการใช้งานลูกค้าของบริษัทที่ทำตลาดแบบMVNO ของทีโอทีทั้ง 5 รายคือ บริษัท สามารถไอ-โมบาย ,บริษัท ล็อกซเล่ย์ ,บริษัทไออีซี ,บริษัท 365 คอมมูนิเคชั่นและบริษัท เอ็ม คอนซัลท์

ความสามารถที่น่าสนใจของ Leanback คือผู้ใช้สามารถสร้างช่องสถานีวิดีโอของตัวเองได้ด้วยการจัดหมวดประเภท วิดีโอเพื่อเปิดเล่นต่อเนื่องกันได้แบบเต็มหน้าจอ หากไม่ต้องการเล่นต่อเนื่อง เมื่อวิดีโอเล่นจบ ผู้ใช้ Leanback สามารถกดปุ่มลูกศรในคีย์บอร์ดคอมพิวเตอร์ เพื่อเลือกวิดีโอที่ต้องการแล้วกดปุ่มตกลงเพื่อเล่นวิดีโอได้เลย ผิดจากเดิมที่ผู้ใช้ต้องออกจากหน้าจอ full screen เพื่อเข้าสู่หน้าเว็บไซต์ยูทูบแล้วจึงคลิกเปิดวิดีโอต่อไป
รูปแบบควบคุมทิศทางซ้ายขวาใน Leanback นี้เองที่ได้รับเสียงวิจารณ์มากมายว่าเป็๋นการถอดแบบจากรีโมทคอนโทรล์ทีวี โดยหากกดปุ่มลูกศรลง Leanback จะปรากฏรายการเมนูวิดีโอให้เลือก หากกดลูกศรขึ้น กล่องค้นหาก็จะปรากฏ ซึ่งหากพบวิดีโอที่ต้องการ 1 ชิ้น เมื่อชมจบระบบก็จะเข้าสู่หน้าหลักให้อัตโนมัติ
วิดีโอใน Leanback นี้สามารถเป็นทั้งวิดีโอที่เช่ามา หรือเป็นวิดีโอแชร์แนะนำในกลุ่มเพื่อน ตรงนี้ Leanback อำนวยความสะดวกให้ผู้ใช้สามารถแบ่งปันวิดีโอผ่านเครือข่ายสังคมได้เต็มที่ เมื่อเข้าที่ยูทูบ ผู้ใช้สามารถเชื่อมต่อหรือ Connect ยูทูบเข้ากับชื่อบัญชีเฟสบุ๊กของเพื่อน เพื่อติดตามวิดีโอทุกอย่างที่เพื่อนชมหรือวิดีโอที่เพื่อนแบ่งปันไว้บน เฟสบุ๊ก
ตลาดใหญ่รออยู่
ไม่น่าแปลกใจที่ยูทูบจะมุ่งสร้างประสบการณ์เพื่อมัดใจคอทีวี เนื่องจากการสำรวจในปี 2009 พบว่า เวลา การชมทีวีเฉลี่ยของผู้บริโภคอายุ 15 ปีขึ้นไปนั้นกินระยะเวลา 2.8 ชั่วโมงต่อวัน แต่การชมวิดีโอออนไลน์นั้นมีสถิติการชมเฉลี่ยน้อยกว่า 15 นาทีต่อวันเท่านั้น หากยูทูบสามารถเสนอความสะดวกสบายในการชม ยูทูบก็จะสามารถเวลาดังกล่าวมาได้มากขึ้น ซึ่งก็จะหมายถึงแรงสนับสนุนของนักโฆษณาที่จะหยิบยื่นรายได้ให้ยูทูบมากขึ้น
David Hallerman นักวิเคราะห์อาวุโสจากบริษัท eMarketer ฟันธงว่าผู้ใช้ยูทูบจะชมวิดีโอจากยูทูบนานขึ้นก็ต่อเมื่อคุณภาพวิดีโอได้รับ การพัฒนา ซึ่งที่ผ่านมายูทูบก็พัฒนาและทำได้ดีในระดับหนึ่งแล้ว ฉะนั้นประเด็นที่ต้องจับตาต่อไปคือจะมีผู้ใช้งานจำนวนเท่าใดที่ต้องการ ประสบการณ์เอนหลังชมวิดีโอออนไลน์เช่นนี้จริงๆ
Hallerman เชื่อว่ากูเกิลจะใช้ยูทูบเป็นเครื่องมือทดสอบและพัฒนา Google TV ซึ่งจะทำให้กูเกิลแน่ใจได้ว่านักโฆษณาจะเชื่อถือ Google TV ทั้งในแง่คอนเทนท์ที่มากและจำนวนสมาชิกที่แพร่หลาย ทั้งหมดนี้ทำให้การเลือกชิมลางปรับปรุงยูทูบก่อนจะอินทีเกรดระบบลงใน Google TV นั้นเป็นสิ่งที่มีเหตุผล
Review : Samsung Wave คลื่นลูกใหม่ "แรง อึด คุ้ม"
บนเวทีการแข่งขันในตลาดสมาร์ทโฟนที่มี OS หลายตัวลงสมัครชิงชัย ไม่ว่าจะเป็นระบบปฏิบัติการอย่างซิมเบียนของโนเกีย, แบล็กเบอรีของ RIM, iOS ของแอปเปิล, วินโดวส์โฟนของไมโครซอฟท์ และแอนดรอยด์ของกูเกิล... ขาใหญ่ในวงการโทรศัพท์มือถืออย่างซัมซุง ที่ยืมจมูกคนอื่นหายใจมาเป็นเวลานาน มีหรือจะยอมพลาด ลุกขึ้นมาเปิดตัวระบบปฏิบัติการเป็นของตัวเองโดยใช้ชื่อว่า Bada "บาด้า"
ซึ่งโทรศัพท์มือถือตัวแรกที่มีโอกาสได้เป็นหนูทดลอง หรือลองชิมลาง โอเอสใหม่คือ Samsung Wave (เวฟ) ที่ซัมซุงเคยประกาศไว้ในงานเปิดตัวบาด้าว่า เวฟจะเป็นคลื่นลูกใหม่ในวงการสมาร์ทโฟน
จุดเด่นสำคัญของเวฟ ซึ่งนอกจากจะเป็นโทรศัพท์ที่ใช้โอเอสตัวใหม่แล้ว ยังใช้ซีพียู Samsung Hummingbird ความเร็ว 1GHz, หน้าจอ SuperAMOLED ขนาดกว้าง 3.3 นิ้ว, ใช้อินเตอร์เฟส TouchWiz 3.0, กล้อง 5 ล้านพิกเซล, รองรับเทคโนโลยี mDNle และการเชื่อมต่อ USB 3.0
ถึงแม้ว่า "เวฟ" จะยังไม่มีการเปิดตัวอย่างเป็นทางการในประเทศไทย แต่ซัมซุงก็ปล่อย "เวฟ" ออกสู่ตลาดแล้วในราคา 12,900 บาท (ไม่รวมภาษี) ตั้งแต่กลางเดือนที่ผ่านมา โดยปัจจุบันในตลาดหาซื้อได้ค่อนข้างยากเนื่องจากเวฟล็อตแรกที่นำออกมา จำหน่ายราว 3,000 เครื่องได้หมดสต็อกเรียบร้อยแล้ว พร้อมกับประสบปัญหาจอ SuperAMOLED ขาดตลาด ทำให้ต้องรอลุ้นกันต่อไปว่าของล็อตหน้าจะเข้ามาเมื่อใด

แน่นอนว่าอินเตอร์เฟสที่ซัมซุงเลือกใช้ในเวฟ คงหนีไม่พ้น TouchWiz 3.0 ซึ่งถือเป็นตัวล่าสุด โดยในหน้าหลักจะมีแถบเมนู และวิดเจ็ทอยู่ด้านล่าง เนื่องจากว่าเวฟมีการสั่งงานผ่านหน้าจอแบบสัมผัสและปุ่มกด ดังนั้นในหน้าแรกด้านล่างจะประกอบไปด้วยเมนูปุ่มกดตัวเลข รายชื่อ และข้อความ
การใช้งานวิดเจ็ต สามารถเลือกวิดเจ็ตได้จากปุ่ม Widget ด้านซ้ายบน เพื่อดึงวิดเจ็ทออกมาวางบนหน้าว่างๆ ที่มีให้มา 7 หน้า โดยวิดเจ็ทที่มีมาให้ได้แก่ XE Currency, วิธีใช้, Google, วัน, วันเกิด, ปฏิทิน, Samsung App Store, วอลล์เปเปอร์, เพื่อนสนิท, Y! Finance clock และเว็บที่เข้าชมบ่อยๆ
เมื่อคลิกและลากที่แถบแสดงสถานะด้านบน จะพบกับปุ่มการปิด-เปิดไวไฟ, บลูทูธ และปิดเสียงเรียกเข้า ทำให้ง่ายต่อการใช้งาน โดยไม่ต้องเข้าไปตั้งค่าในเมนู Setting ถัดลงมาถ้าผู้ใช้งานเปิดโปรแกรมเล่นเพลงอยู่ก็สามารถควบคุมการเล่นเพลง หรือปิดโปรแกรมได้จากหน้านี้เลย ด้านล่างจะมีการแจ้งเตือนอีเมล์เวลามีข้อความเข้ามาใหม่
สำหรับแอปพลิเคชันที่ซัมซุงให้มานั้นเริ่มกันจาก แอคเคาท์ ส่วนตัว ซึ่งรวมเอาแอคเคาท์ต่างๆ ทั้งอีเมล และเครือข่ายสังคมทั้งหมดมาอยู่ในหน้าเดียวกัน เพื่อให้ง่ายต่อการใช้งาน ผู้ใช้สามารถเพิ่มแอคเคาท์ และเลือกช่วงเวลาการซิงค์ข้อมูลแอคเคาท์นั้นได้ตามต้องการ
การใช้งานอินเทอร์เน็ตทำงานได้ดี มีการตอบสนองที่ค่อนข้างไว แม้จะเชื่อมต่อผ่าน EDGE ของดีแทค การเชื่อมต่อผ่านไวไฟความเร็วขึ้นอยู่กับตำแหน่งที่ใช้งานกับจุดเชื่อมต่อ การแสดงผลทำได้ทั้งแนวตั้ง และแนวนอน ระบบ Auto Rotate หน้าจอทำงานได้รวดเร็ว การซูมหน้าเว็บเพจทำได้โดยการโดยการใช้นิ้วขยายออกบนหน้าจอ
ถัดมาคือ Social Hub ซึ่งถือเป็นจุดเด่นสำคัญของบาด้า ที่รวมเอาเครือข่ายสังคม, อีเมล และข้อความทั้งหมดที่เราตั้งค่าไว้ในโทรศัพท์มาอยู่ในหน้าเดียวกัน ผู้ใช้สามารถดูความเคลื่อนไหว และเลือกส่งข้อความไปยังบริการต่างๆ ได้ภายในหน้าเดียว
ฟังก์ชัน ค้นหาสามารถเลือกค้นหาไฟล์ต่างๆ บนโทรศัพท์ โดยระบบจะทำการค้นหาทั้งจากสมุดโทรศัพท์, อีเมล และโฟลเดอร์ไฟล์ส่วนตัวในตัวเครื่อง ซึ่งผลการค้นหาสามารถทำได้ละเอียด แม่นยำดี หรือหากต้องการค้นหาข้อมูลบนอินเทอร์เน็ตก็สามารถทำได้โดยผ่านเว็บไซต์ให้ บริการเสิร์ช เอ็นจิน Google หรือ Twitter
ต่อมาที่ สรุปประจำวันจะแสดงผลการเคลื่อนไหวต่างๆ ทั้งสภาพอากาศ, หุ้น, ข่าว และปฏิทินนัดหมายที่เกิดขึ้นแบบวันต่อวันการรายงานสภาพอากาศ จะรายงานใช้ข้อมูลจากเว็บไซด์ AccuWeather.com สามารถรายงานสภาพอากาศ ณ วันเวลาปัจจุบัน และรายงานล่วงหน้า สามารถเลือกจังหวัดที่เราต้องการทราบ รวมถึงการรายงานแบบละเอียดโดยจะลิงก์ข้อมูลไปยังหน้าเว็บไซด์ AccuWeather.com เพื่อดูรายงานที่ละเอียดมากยิ่งขึ้น
Y! Finance เป็นการรายงานความเคลื่อนไหวในตลาดหุ้น สามารถเลือกดูหุ้น และอัพเดรดหุ้นเฉพาะตัวที่เราต้องการได้
AP Mobile เป็นการรายงานข่าวจากสำนักข่าว AP สุดท้ายคือรายงานตารางนัดหมายต่างๆ
มินิไดอารี ผู้ใช้สามารถสร้างไดอารีส่วนตัวได้ง่ายๆ เพียงการเลือก "สร้าง" จากนั้นทำการเพิ่มรูปถ่ายจากกล้อง หรือจากไฟล์ที่บันทึกในตัวเครื่อง ใส่สถานที่ และข้อความที่ต้องการบันทึกลงไป จากนั้นทำการบันทึกเพื่อจัดเก็บไดอารี
สมุดบันทึก สามารถเลือกใส่สีให้กับพื้นหลังได้ และสามารถส่งข้อความที่บันทึกไปยังโทรศัพท์มือถืออีกเครื่องหนึ่ง หรือส่งเข้าอีเมลก็ทำได้
การนำทาง การใช้งานแผนที่สามารถค้นหาตำแหน่งที่ตั้งที่เราต้องการได้โดยการป้อน ประเทศ, จังหวัด, ถนน และเลขที่ ซึ่งจะแสดงผลรูปแบบแผนที่ทั้งแบบ 2มิติ และ 3มิติ การนำทางไปสู่จุดหมาย การค้นหาสถานที่จุดสำคัญทำได้ค่อนข้างเร็ว แต่การรับตำแหน่งเพื่อนำทางไปสู่จุดหมายยังทำได้ค่อนข้างช้า
"เกมส์" ในที่นี้ซัมซุงใส่เกมส์รถแข่งอย่าง Asphalt 5 มาให้ ซึ่งดูเหมือนจะเป็นเกมที่โชว์ความสามารถของบาด้าออกมาได้ชัดเจนผ่านระบบ Accelerometer การควบคุมการเล่นเกมทำได้โดยการเอียงโทรศัพท์ไปมา
เฟสบุ๊ก มีหน้าตาไม่ต่างจากเฟสบุ๊กบนสมาร์ทโฟนตัวอื่นๆ คือสามารถแสดงผลได้ 4 หน้าหลักคือหน้าแรก ข้อมูลส่วนตัว เพื่อนๆ และข้อความ สามารถอัปโหลตรูปขึ้นเว็บได้โดยตรงทั้งการถ่ายใหม่จากกล้อง หรือเลือกไฟล์รูปที่มีอยู่ในเครื่องอยู่แล้ว
บันทึกการโทรล่าสุดจะแสดงความเคลื่อนไหวที่เกิด ขึ้นบนโทรศัพท์มือถือ ซึ่งจะแบ่งออกเป็นทั้งหมด, โทรศัพท์, ข้อความ, อีเมล, SNS และ IM การแสดงรายละเอียดของผู้สนทนาทำได้ละเอียดดี เพียงเลือกที่รายชื่อผู้ติดต่อ ระบบจะรายงานความเคลื่อนไหวที่เกิดขึ้นทั้งข้อความเข้า, เวลาการโทร และระยะเวลาการใช้สาย
การใช้งานโทรศัพท์นั้นมีหน้าตาไม่ต่างจากสมาร์ทโฟนของซัมซุงรุ่น อื่นๆ คือมีแถบเลือกรายชื่อจากสมุดโทรศัพท์, ประวัติการโทร, รายชื่อที่ชอบ ปุ่มตัวเลขที่ให้มามีขนาดใหญ่ เมื่อกดเบอร์ไประบบจะทำการเดาเบอร์โทรศัพท์อัตโนมัติ ช่วยให้ง่ายต่อการค้นหาเบอร์ที่บันทึกอยู่ในตัวเครื่อง เมื่อได้เบอร์ที่ต้องการติดต่อสามารถเลือกได้ว่าจะโทรออกในรูปแบบเสียง, ส่งข้อความ หรือวิดีโอคอลล์
หน้าจอโทรเข้า ตรงกลางจะแสดงชื่อ และเบอร์ผู้โทร ด้านล่างมีปุ่มยอมรับ, ปฏิเสธสายเรียกเข้า และปฏิเสธด้วย SMS ในส่วนของหน้าจอขณะสนทนา ด้านบนจะโชว์รูปผู้โทร ชื่อ และเบอร์โทรศัพท์ ตรงกลางมีปุ่มพักสาย ด้านล่างมีปุ่มกดตัวเลข, รายชื่อ วางสาย, เปิดลำโพง, ปิดเสียง และเชื่อมต่อหูฟัง
คีย์บอร์ดที่ให้มาเป็นแบบ Samsung Keypad ซึ่งจะ แสดงผลเป็น 3 แถว สำหรับภาษาไทยนั้น ใน 1ปุ่มจะมี ตัวอักษรและสระ 2-3 ตัว ผู้ใช้จะต้องกดซ้ำไปเพื่อได้ตัวอักษรที่ต้องการ ซึ่งถือว่าทำได้ค่อนข้างยากสำหรับคนที่ไม่เคยใช้คีย์บอร์ดแบบนี้ หรือคนที่มีนิ้วมือขนาดใหญ่
สำหรับภาษาอังกฤษนั้นจะพิมพ์ได้ง่าย เนื่องจากแสดงผลในรูปแบบของ QWERTY และเมื่อเอียงตัวเครื่องก็จะได้คีย์บอร์ดที่มีปุ่มกดขนาดใหญ่ขึ้น
กล้องถ่ายรูปฟังก์ชันกล้องถ่ายรูปที่ซัมซุงให้มา กับเวฟนั้นถือว่าทำได้น่าประทับใจทีเดียวคือ สามารถปรับโหมดการถ่ายภาพ, ตั้งค่าการทำงานของแฟลช, โหมดโฟกัสภาพ, การรับแสงได้เหมือนกล้องคอมแพกต์ทั่วๆไป รวมถึงการมีโหมดถ่ายภาพสำเร็จรูปหรือ SCN มาให้เลือกใช้ตามเหตุการณ์ที่ต้องการถ่ายโดยจะมีทั้งรูปคน ทิวทัศน์ กลางคืน กีฬา ปาร์ตี้/ในร่วม ชายหาด พระอาทิตย์ตก พระอาทิตย์ขึ้น สีสันของฤดูใบไม้ร่วง ดอกไม้ไฟ ตัวอักษร แสงเทียน และย้อนแสง
การตั้งค่ากล้องถ่ายรูป สามารถสั่งให้หน้าจอสามารถมองเห็นได้ชัดเจนแม้อยู่กลางแสงแดดจ้า, การตั้งเวลาถ่ายภาพ, ตั้งค่าความละเอียดของภาพถ่าพ, ไกด์ไลน์ภาพ, การแสดงเวลาโชว์ภาพ, การเชื่อมต่อ GPS กับรูปถ่าย, เสียงชัตเตอร์, ที่เก็บไฟล์รูป และตั้งค่าใหม่
Program and Setting
ในหน้าของเมนูหลักซึ่งแบ่งออกเป็น 3 หน้า ซึ่งผู้ใช้งานสามารถกดแก้ไข เพื่อจัดการไอคอนแต่ละอันได้ รวมถึงการลบแอปพลิเคชันที่ไม่ต้องการได้ทันที โดยไม่ต้องเข้าไปที่หน้าตั้งค่า
การจัดวางเมนูในหน้าจอเมนูหลักจะเรียงจากโปรแกรมที่ใช้งานล่าสุด จะมาอยู่ในหน้าแรก ซึ่งในตอนแรกผู้ใช้งานอาจสับสนเล็กน้อย เวลาที่ต้องการหาเมนูที่เคยใช้งาน ซึ่งจะมีการเปลี่ยนตำแหน่งตลอด
มาในส่วนของแอปพลิเคชันพื้นฐานกันบ้าง เริ่มกันที่วิทยุ FMยัง คงต้องอาศัยสัญญาณจากหูฟัง สามารถเลือกสถานีโปรดมาไว้บนหน้าแรกได้ 6 สถานี
เครื่องเล่นเพลงสามารถแสดงแทร็กทั้งหมด โดยแสดงผลปกอัลบัม, ชื่อเพลง และชื่ออัลบัม นอกจากนี้ยังสามารถแชร์เพลงผ่านอีเมล, บลูทูธ และ AllShare สามารถค้นหาเพลงที่มีเนื้อหาคล้ายกันได้
สามารถตั้งค่าอีควอไลเซอร์ได้ทั้งแบบ Auto Normail Pop Rock Jazz Dance Classic และ Live สามารถตั้งค่าเอฟเฟ็กต์เสียงทั้งแบบ Normal, Wide, Concert Hall, Music Clarity, Bass Enhancement และ Externalisation
"เครื่องเล่นวิดีโอ"รองรับไฟล์ MPEG4, H.263, H.264, WMV, DivX, XviD และใช้ระบบเสียง 5.1ch Mobile Theater ซึ่งจะจำลองระบบเสียงรอบทิศทางเหมือนใช้ระบบโฮม เธียเตอร์ ถ้าจะให้ดีแนะนำให้ฟังผ่านหูฟังจะช่วยเพิ่มอรรสรถ และความเป็นส่วนตัวมากยิ่งขึ้น การแสดงผลภาพวิดีโอเป็นแบบ 16:9 ทำได้คมชัดเหมือนดูจากแอลซีดีทีวีจริงๆ
ค้นหามีเดีย หรือเมนูแกลอรีที่เราคุ้นเคย ซึ่งจะแสดงผลภาพถ่ายที่อยู่ในตัวเครื่องโดยจะแบ่งเป็นวันเดือนปีที่ถ่ายภาพ อีกทั้งยังสามารถส่งภาพได้ทีละหลายๆ ภาพ รวมถึงการอัปโหลดไปยังบล็อกต่างๆ ได้โดยตรง, สามารถเลือกพิมพ์ภาพโดยตรงผ่านการเชื่อมต่อบลูทูธเข้ากับเครื่องพริ้นเตอร์ ที่รองรับ
"โปรแกรมตกแต่งภาพ" ซึ่งถือเป็นอีกลูกเล่นหนึ่งที่จะช่วยให้ผู้ใช้สร้างสรรค์ภาพถ่ายที่ตัวเอง ถ่ายมาก นอกเหนือไปจากภาพที่ได้จากกล้องถ่ายภาพ ซึ่งความสามารถที่ให้มาก็ยังคงเป็นความสามารถพื้นฐานอาทิ การลดขนาด, Crop, หมุนภาพ, ปรับความสว่าง, ปรับโทนสี, ใส่ฟิลเตอร์, ใส่ตัวอักษร, ปรับความคมชัด-เบลอ รวมถึงการใส่ Emoticon ต่างๆ ลงไปบนภาพถ่ายได้
นอกจากโปรแกรมตกแต่งภาพนิ่งแล้ว "เวฟ" ยังมาพร้อมโปรแกรม สร้างภาพวิดีโอ โดยจะนำไฟล์ภาพนิ่งที่มีบนโทรศัพท์หลายๆ ภาพมาวางต่อกัน จากนั้นสามารถเลือกวิธีทรานซิชัน หรือการเปลี่ยนภาพ รวมถึงการใส่เอฟเฟก การตั้งเวลาการเปลี่ยนภาพ การใส่ฉากหลัง และเปลี่ยนสีโทนภาพได้
Samsung App Store ซึ่งถือว่าเป็นของใหม่ที่ทำออก มาเพื่อรองรับแอปพลิเคชันของบาด้า โดยก่อนหน้านี้ในโทรศัพท์รุ่นอื่นๆ ผู้ใช้งานต้องเข้าไปดาวน์โหลดโปรแกรมหรือเกม จาก Wap ของซัมซุง
เนื่องจาก "เวฟ" นั้นเป็นโอเอสตัวใหม่ ซึ่งถือเป็นระบบปฏิบัติการเปิด การใช้งานแอปพลิเคชันต่างๆ จึงจำเป็นต้องเข้าไปดาวน์โหลตใน Samsung App Store ที่จะหมวดหมู่เป็นแอปฯที่น่าสนใจ, แอปฯที่ได้รับความนิยมสูงสุด มีทั้งแบบฟรี และเสียเงิน หรือจะเลือกดูตามหมวดหมู่ที่ต้องการก็ทำได้

ถ้านับรวมทั้งสินแล้ว ปัจจุบันซัมซุงมีแอปพลิเคชันที่รองรับ การใช้งานบนระบบปฏิบัติการบาด้า เพียงแค่ 305 แอปพลิเคชัน ซึ่งถือ ว่าน้อยมากเมื่อเทียบกับคู่แข่งรายอื่นๆ อาจเป็นเพราะยังเป็นของเล่นใหม่ที่นักพัฒนายังไม่ค่อยให้ความสนใจมากนัก เมื่อเทียบกับโอเอสตัวอื่นๆ แต่ผู้บริหารซัมซุงเคยออกมาพูดในงานแถลงข่าวเปิดตัวบาด้าว่า ภายใน ปีนี้ใน Samsung App Store จะมีแอปฯทั้งสิ้นประมาณ 2,000 ตัว
มาในส่วนของการตั้งค่านั้นประกอบไปด้วยโหมดการบิน, การเชื่อมต่อ, รูปแบบเสียง, หน้าจอและแสง, ทั่วไป, วันที่และเวลา, เมนูและ Widget, แอปพลิเคชัน, ระบบป้องกัน, หน่วยความจำ, ตั้งค่าใหม่ และเกี่ยวกับโทรศัพท์
ในส่วนของการเชื่อมต่อ เมื่อเข้ามาจะพบกับการตั้งค่าบลูทูธ, ไวไฟ, Mobile AP, AllShare, ซิงโครไนซ์, ตำแหน่ง, เครือข่าย, โรมมิ่งข้อมูล, ใช้แพ็กเกจดาต้า, การนับแพ็กเกจดาต้า, USB และ PAL
จุดเด่นอีกข้อหนึ่งของสมาร์ทโฟนรุ่นใหม่ๆ คงหนีไม่พ้นโปรแกรม Mobile AP ซึ่งจะใช้โทรศัพท์มือถือเป็นตัวเราท์เตอร์ หรือตัวส่งสัญญาณอินเทอร์เน็ตผ่านทางไวเลสให้กับเครื่องคอมพิวเตอร์ในการ เชื่อมต่ออินเทอร์เน็ต ซึ่งสามารถเชื่อมต่อได้ถึง 3 เครื่อง เพียงใส่รหัสตามที่โทรศัพท์ระบุลงในช่อง WPA
All Share ซึ่งจะแบ่งรูปแบบการใช้งานออกเป็น 3 ประเภท คือการเล่นไฟล์มัลติมีเดียบนที่บันทึกอยู่ในโทรศัพท์มือถือ ผ่านอุปกรณ์ที่รองรับเทคโนโลยี DLNA ถัดมาคือการเล่นไฟล์จากคอมพิวเตอร์บนโทรศัพท์ และสุดท้ายคือการสั่งให้เครื่องเล่นไฟล์บนคอมพิวเตอร์ผ่านโทรทัศน์ที่เชื่อม ต่อเข้าด้วยกัน
การตั้งค่ารูปแบบเสียง ทำได้เหมือนโทรศัพท์มือถือ ทุกๆ รุ่น คือสามารถปรับประเภทของการเตือน, เสียงเรียกเข้า ระดับการสั่นเตือน และเสียงเตือนข้อความเข้า การตั้งค่าหน้าจอ สามารถปรับแต่งฟร้อนท์ที่ใช้บนโทรศัพท์, ระดับความสว่าง และเวลาแสงพื้นหลังได้
การตั้งค่าทั่วไป เป็นการตั้งค่าภาษาของเครื่อง และภาษาของคีย์บอร์ดที่ใช้ ซึ่งมีให้เลือกทั้งภาษาอังกฤษ, อินโดนีเซีย, เวียดนาม, ไทย, ญี่ปุ่น, มาเลเซีย และเกาหลี

ถ้ามองกันผ่านๆ จะเห็นได้ว่าเวฟเป็นสมาร์ทโฟนธรรมดาตัวหนึ่งที่มีตัวเครื่องเพียวบาง และมีดีไซน์ไม่ต่างอะไรกับโทรศัพท์มือถือของซัมซุงรุ่นอื่นๆ แต่เมื่อลองมาสัมผัสจะรู้สึกได้ถึงความทนทานของตัวเครื่องที่ผลิตจากพลาสติก คุณภาพสูง และสแตนเลสสติล ตัวเครื่องหยิบจับได้ง่าย สามารถพกใส่กระเป๋าเสื้อ กระเป๋ากางเกงได้โดยไม่รู้สึกเกะกะ
